elissa harrington is on the ground with the latest information what can you tell us. >> reporter: there's mud and water everywhere. this is what we're seeing throughout several blocks in this daly city neighborhood. here here on lasaine and price street and police say that it appears a water main broke somewhere up the hill so the water has been gushing down flooding the streets. some cars have water going past their tires. we have some video a little bit earlier. let's bring that up. residents have been waking up. they tell me because of the sound of o hospitallers. they're -- helicopters. there are police out here, firefighters out here. and when residents walk outside and see this, a lot of them concerned. quite a few have been evacuated from their homes and last we heard, they were going to a nearby park. we have yet to speak with any of those people and are still trying to get updates from police and firefighters, but a a big mess clean up here. when we first arrived it looked like there was gushing water and at this point everything seems to be still. maybe they're getting

police, swat police ended a standoff with a wanted man by using flash bang grenades. there you see windows were shattered at this home near holly park. the standoff involved the suspect accused of injuring a police officer by ramming a patrol car during a chase yesterday afternoon. police lost track of that man until someone called the police hours later. >> later that evening at about 8:30 p.m., police got a tip that the same suspect was in a residence on the 100 block of appleton. >> the standoff started about 10:45 and there you see police arrested the man. he had spent time in federal prison and has connections to gangs in san francisco. >>> san jose police were called out to a fire at a home where marijuana plants were found growing inside. the police did not issue any citations because they sate person at the home had a medical marijuana card and was growing the marijuana legally. he had about five or six plant that were found in the garage. it was a small fire. it did burn part of the garage though. firefighters were able to put it out and nobody was hurt. >> problems wit

the u.s. economy including a jump in consumer confidence. the conference board said america's confidence in the economy surged last month to the highest levels in nearly five years. many were in check by an improving job market that was down. -the dow was up more than 136 points the nasdaq in the s&p 500 was also up. also, the highly anticipated october jobs report is expected today. and it could have an impact on the presidential election economists say they expect the report to solidify a picture of companies hiring steadily but cautiously. economics forecast that employers added 121,000 jobs in october of fact cent. that would be up slightly from september. but below the year's average monthly gain of 146,000. analysts are watching the an employer rate as it rose from the 7.8% 7.9% in the month of september. also, good news for starbucks the company says that its sales are perking up after a sluggish last quarter. they have seen a 6% increase in sales and also starting to open up stores in china. their single brew could boost sales for the holidays as well. the recent >> welcome back

last night. ktvu's alex savidge joins us live to explain what caused the victim to go out in the dark. >> reporter: good morning. this man's body was recovered. it's believed he drowned. firefighters say he went out in the rain last night trying to find his lost cat and he ended up falling off this sleep cliff behind his house and he landed in the water. this is a water-filled rock quarry right below his home here. this is next to the rockridge shopping center. the oakland fire department launched a search around 7:00 last night after the man's friend reported him missing. rescuers used a boat. one rescue worker rappelled down the cliff. just before 1:00 this morning, they found the man's body about 30 feet under water. one of the drivers involved in this recovery operation explain how they locate a body in dark, murky water like this. >> we use a circle search where we set an anchor at the bottom and a buoy at the top. we have drivers stationed on the bottom and another diver that circles that anchor searching for our target. >> reporter: so far, authorities are not releasing the ide
